Description

A Freehold site extending to 0.43 acres and currently comprises Whitelocke House, a 1980s office building extending to approximately 17,320 sq ft (1,609 sq m). A 32 space surface car park serves the building and is accessed via Corban Road.

The building, which has recently become vacant, currently occupies approximately one third of the site area. Given the high PTAL rating with the site located near to public transport, the car parking is considered of lesser importance and the site deemed to be somewhat underutilised. The site provides an undoubted redevelopment opportunity which has been proven through the Borough resolving to grant planning permission for a scheme across the majority of the site.

The site is not in a conservation area and the building is not listed.

The Scheme

The property falls within the jurisdiction of the London Borough of Hounslow.

The Council has resolved to grant consent for the demolition of the existing building and redevelopment of the site to provide a part 9, part 8 and part 7 storey mixed-use building comprising 50 residential units (38 private) and 13,630 sq ft of B1 office space alongside car and bicycle parking.

A planning committee report dated 14 June 2018 contains the following CIL liability estimates less any relief for affordable housing.

Mayoral CIL £175,280
Borough CIL £350,560

The S106 Agreement accompanying the consent will be available to prospective bidders.

The current efficiency of the proposed building is relatively low providing an opportunity for an incoming purchaser to add value through the reconfiguration of the internal spaces.

This includes:
  • Improvement of the net residential efficiency from 66% to a more typical rate of 80-85%
  • Opportunity to consolidate the ground floor communal and plant areas to release further saleable areas.

Plans for the comprehensive new build scheme are available in the data room.

The proposed Development comprises the following floorspace:

Further details can be found in the marketing brochure.

PERMITTED DEVELOPMENT CONSENT

Planning permission is also granted for change of use of the existing premises from offices to provide 32 self-contained private residential flats (Ref. PA/2016/3948). Expiry of the GPDO consent is in October 2019.

In November 2018, the High Court ruled to quash a LB Hounslow decision to refuse three applications for prior approval relating to a property within the borough given it had a GPDO consent prior to implementation of the Article 4. This recent case law, available on the data room, may be grounds to apply for a new prior approval. Parties should seek their own legal advice.

Through additional planning application, it may be possible to extend the existing building and a new build element on the car park reflecting the massing of the new build consent, subject to the necessary consents.

Plans for the conversion scheme are available in the data room.
